Unfortunately not. It's just a web app for now. But an Android application may come out later.

Basically, You may want to tap a picture(where a magnifier is on it) that you'd like to set as a wallpaper on the homepage, and another page with a larger picture will appear, then you can long press the picture and you'll see the option of "Set as a wallpaper"
