Help A very specific lockscreen request

I read up on some other posts, tried some apps, but couldn't find a way to make a lockscreen like this:

To access the phone and use all the apps, you would have to type in a pin or a password, but there would be some apps on the lockscreen that you could use without typing in the code, like a shortcut. Also, it would be very nice that the apps that are on the lockscreen could be chosen, and not predetermined. And also, it would be fantastic if it weren't littered with widgets, and you maybe could even choose which ones you like.

Any ideas?

Btw, it would also help if this was free.

Edit: The closest (free) app that I found was MyLocker. But without the full paid version it's highly limited...

What kind of phone do you have? And what version of android? If you are running kitkat and are rooted then what your asking is easy. I also know that some of the LG phones can do what your asking

I have a Samsung Galaxy S4 Mini, and I am running 4.4.2. Btw, my phone isn't rooted, but I can surely do that.

Well if you want and know what you are doing then you can root it and then find a custom rom that has that feature. I don't know samsung phones or how easy they are to root but I'm sure most custom roms would have this feature. But only root if you know how
