do the apps i buy get tied to my google account allowing me to re download it on my future new phone or to the phone itself requiring me to re purchase the app for future phones?

I do believe it is associated by the account, not the phone.

Yep they do. Hell I had bought apps on my T-Mobile G1 and switched over to verizon/droid and they all were there waiting for me.
