Apps Access iCloud contacts in Android application

If a user doesn't have their iCloud synced with the Android calendar then is it possible to access iCloud contacts in my application?

Apple appear to provide a web services interface called Cloudkit, which might be usable from an Android app.
I have no experience of this, so can't advise further, but it may be something you can investigate.
