Access to Play Store

I have a new Android Tablet supplied from Singapore. It works fine, except I cannot download from Play Store. When I try it comes up with error code [DF-BPA-13]. Does anybody else have experience of this, and know how to work round it.

Usually clearing cache and data from the Play app will resolve the issue
