Accessing Android remotely

I would like to access an android device, say A, from my android tablet and windows PC with two scenarios.

Please help me in this regards.
· Which is the best app for accessing an android device, say A, from my android tablet and windows desktop PC?
· Without using any apps in an android device, say A, how to access it from my android tablet and my desktop PC?

Please assist me for all above concerns.

I will be amazed if any significant access is possible without using an app on the device you wish to access.

As for scenario A, what type of access do you want? You can browse files from the same WLAN using WiFi File Explorer, and do a few more things with AirDroid. But without knowing what type of access you want it's hard to say whether any particular app will give you it.
