Help Accessing Android with Broken Screen and Password locked

I didn't know where to put this and I don't see my phone on the list. I have a Boost Mobile ZTE Max N9520 Phone which I have secured with a 4 number passcode. The LED screen got broken. It is still running. I can hear notifications and stuff. The image on the screen is like the old fashion project film speeding through so fast you can see the image.
I followed all the steps on installing SDK Tools and JDK. Now I'm doing this on a PC with Windows 7 Home Premium. Windows Explorer sees the phone as N9520 but you can't access it from there. In Device Manager it is listed as N9520 under Portable Devices. In Devices and Printers it's shown as ZRW HSUSB Device.
When running the command prompt I type in "cd c:\Android\platform-tools" which is where the adb exe is and it does go there but when I type "adb devices" it shows nothing under the statement "List of Devices Attached". I even went through the process on my laptop. I can't find the right driver for this phone either. I don't know if that's the problem.
If this is not in the right heading, move it where it needs to go.
 
You can't, unfortunately.

Until you unlock the phone, the device will be inacessible via ADB and as removable storage when connected to your PC, sorry.
