Apps Accessing Windows Folders

Does anyone know if its possible to access windows folders programmatically? I have a socket listener which is accepting lines from a client and I want to pass images to the android device but am not too keen on passing byte arrays as this may affect performance.
 
Err... wait... what? When you say windows, do you mean the Windows OS? I am a bit confused. What are you trying to accomplish?
