activating used lte phone?

Can someone give me the details on this. If I purchase say a used charge or tbolt, I know they need a sim card. However, my impression is that the original user will keep this.

How does one get a sim card from verizon, and does it cost?

You can go into a Verizon Wireless store and get a SIM card at no charge.

Just make sure to take the phone with you. They won't just give you a SIM card without proof you have a 4G phone.
