ADB doesnt recognize device

I've downloaded the SDK platform tools with ADB and Fastboot included. When I issue command adb devices, it gives a fault error. I have downloaded all the updated usb drivers and installed them manually via device manager but ADB still will not connect properly. I've tried using different USB ports, and yes I have both USB debugging on. Ive also tried every option that appears when I connect my phone to the pc (i.e. File Transfer, PTP, use as MIDI, etc.) I'm running Windows 7 and have a Nexus 5x.

Any help is appreciated

Side note, I was able to successfully download and use ADB on a Windows 10 machine. I also have an unlocked bootloader and subsequently got stuck in a bootloop after flashing TWRP ( I think I neglected to unencrypt my phone prior to doing that). I had to flash a stock image from google to get back up and running.
 
Load up the sdk manager.exe and update to the latest sdk platforms and sdk tools and also the android 7.0 and 7.1
