How do I adding persian language to my android?

I think persian was added in Jellybean 4.2 (not sure about this, but persian keyboard was introduced in 4.2).
You can try Morelocale, it will either switch to persian language (if it's included in the phone ROM, most probably it isn't) or at least some installed programs will be in persian language (just programs which was translated to persian, this means just few).
