Adding 2 lines for the BOGA?

Will Verizon let me do this? Currently I have 2 lines. Line 1 is a Droid and line 2 is an Eris. Can I add 2 lines to get the BOGA (lines 3 and 4), then replace the Droid and the Eris with dumbphones and then switch the dumbphones onto line 3 and 4? So at the end of the day I will have 2 lines with two new smartphones on lines 1 and 2 and two older dumbphones on lines 3 and 4. Does Verizon frown on these things?

Hopefully this isn't as confusing as I'm making it out to be.

Yes, as long as you add the 2 new lines the equipment is yours to do with what you like. When you get the 2 new phones you have to first activate them on the lines they were ordered for (Lines 3 & 4). Then you can switch them over to the lines you want them on. I've done this for tons of customers.
