Help Adding Custom Ringtone Orig from iTunes

Trying something for the first time. I've done it with "normal" music files before but not iTunes. The interwebz says it's possible, but I can't seem to find an article that is very helpful.

I followed instructions for creating a ringtone in iTunes. It saved the file in iTunes and can be accessed in File Explorer on my computer. I converted that ringtone in iTunes to an mp3 also. So there's an m4a version and mp3.

When I go to change my ringtone in settings, and I find it under the "add from device storage" and select it, it just jumps back to my Sounds and Vibration settings screen with the old ringtone still showing.

I have reset the phone after every time that I transferred the file to my phone, and then gone in and tried to set that ringtone. Also, when I plug my phone into my computer, I am unable to find the Notifications folder. I even searched for a name of a stock sound (race) to try to find the folder, and it found nothing. I have dropped the files right into the "phone" and I've put it a couple other places, and I get the same result every time. And the mp3 does appear to be a usable file (it plays on my phone, just not as a ringtone!).
 
It lets me select any of the ringtones that show up automatically, but not if I select "add from device storage."
