With stock ICS, you can no longer long press on the screen to directly add widgets. You have to scroll through your app drawer until you get to the widgets section. Select and drag to where you want it. If you miss the long press, you can install a third party launcher like Nova or Apex and it'll give you that functionality (among a lot of other great features).
