I'm not 100% sure, but that sounds like some kind of AirPush advertising. I would download airpush detector (https://play.google.com/store/apps/details?id=com.brosmike.airpushdetector&hl=en) from Play and see if that lets you know what is causing it.

Yes it's airpush. The only way to get rid of it is as Unforgiven suggests, get the Airpush Detector, make sure which app is doing it and then deleting the app.
