Apps Admin account in android apps

Can anyone please tell me that is there any way to make an admin account for an android application (while application is working only on one device (local)) ?

Yes login method and admin can also accept / reject the request of registration submitted by an account requester (in my case they should be students)

Well Thanks this is really informative. But I was looking for admin account.
But I think adding admin in a mobile app is an extra thing, I have to make app for students, So I am thinking that I should let students register immediately without account request being sent to admin, as this is an simple mobile app and not a website.
