AdWare? I've tried lots of things. Please help.

I have an issue with my phone, I have tried wiping my phone twice, but when my apps are reinstalled it seems my AdWare that somehow got on my phone is still there. I've looked at multiple videos telling me to check my Apps section in settings and that doesn't work, I have tried safe mode, I am open to suggestions.

When the ads pop up, it puts a black bar above a video I'm watching, which appears to mirror my screen in a sense. When I hit the button to see what apps are open, the app showing the ad is a small white box with an arrow point left.

The key here is the phrase "when my apps are reinstalled". One of those apps you are reinstalling is the adware.

Don't reinstall them all at once. That will make it easier to narrow down which is responsible. Start by reinstalling your video player and testing that, just to be sure it isn't the video player itself.
