Root after flashing ROM.. can not USB connect my internal drive to PC

i had rooted my original N7 with the same toolkit. and was fine till the screen got broken.
last night.. i root my replacement N7 16gb wifi only, 4.2.2
using the same Wugs Nexus Root toolKit 1.6.3.


last night after the Flash of ROM.. i was able to mount the internal storage via USB and copied some books over to the N7.
but today.. it will not mount.

last night.. updated all the drivers by deleting the old and reinstalling them.
Unlocked it and Rooted.. then flashed 2 ROMs: Dirty Rootbox 2.5 and Dirty AOKP 5.1
Did not like RootBox.. and when back to good old Dirty AOKP.
reset Data and wiped cache & dalvik.. to before each ROM.
installed ADW Launcher Pro

rebooted both the laptop and N7.
Tested with my GS3 and works fine.

today.. i need to move some more files onto the N7 from PC.
connect using USB.. but it is not recognizing the device.
i have turned off USB Debugging.

i have installed a bunch of apps since last night..
also ES File manager... which i have uninstalled, still no joy.

any ideas?
 
i have also turned off ADW Launcher.. going back to the basic launcher.
going into settings.. developer.. the usb debugging was turned on.
turned off .. and rebooted.. USB debugging is back on.

USB Debugging is stuck "on"
is there a setting in recovery? TWRP recovery?
 
I reread your post and realized I didn't read thoroughly. I'm editing this post to say that I will tty to help tomorrow. Bed calls.
 
more info...more troubleshooting..


restored the nandroid done right after rooting. works fine.
restored the latest nandroid done last night.. problem is back.
then factory rest, wiped everything.... works fine.
restored the latest nandrord.. wiped only cache and dalvik.. reflashed the ROM (Dirty AOKP 5.1), using a different kernel ... problem is back.

using my OTG cable... it will work with my wireless mouse but will not see my USB 32gb flash drive.

guesses:
1. there is a setting some place that is turning off the usb mounting function.
2. an app that i have down loaded is conflicting with my USB function.

i downloaded games that i had on it before.. (the other N7, now broken).
ADW Launcher EX
tasker (have not used it yet)
ES File Explorer

i am hoping someone might know what the setting or app that might be causing this.
or i will have to start over.. loading all apps from scratch... one by one (time consuming)
 
update: solved!!!

it was a setting that need to be turned back on. here is what i did.. for others that might need this info

1. you need to make sure that Debugging is turned OFF.
settings > developer options > USB Debugging (off)

2. then you need to turn on the "Media Device" (MTP)
settings > storage > select the "menu" or "3 vertical dots" > USB computer connection > media device (MTP)
