allow access to tablet only from 9 to 5?

can the Samsung Galaxy tab A be locked down (via settings or app) so users can only use it during working hours? ie. 9 to 5?

Are you trying to manage a tablet for a child or is this a business issue? If the former, look into implementing Google's Family Link:
