allview city+ stuck on loading screen

hello guys i have a tablet (allview city+) that stuck on my loading screen and cant even go for factory reset is just open on start icon and thats all i have pics so you can see.ah and sorry for my bad english

Since this thread didn't seem to attract a lot of attention last time around, I've moved it to a more general section of the site for a bit to see if it gets some more traffic. Maybe someone will be able to help this time.
