Will there ever be a custom ROM with always listening (like the Moto X)?

Not sure. Have you checked out OpenMic+?
It has many of the same features and the developer is working hard to update it:

Someone will probably try it, but as far as it being a real useful feature for us... Maybe not, as the motox has dedicated hardware for that.

I'm not sure how battery efficient our N5 would be

To go along with Covert_Death, I don't think the kernel source has released yet.

Once that's done it would probably help if someone wants to get it working.

I think with time we will have the option on kernels and Roms to turn it on/off
