An App or Launcher that will disable app Transitions/Animations?

I have a note 3 ATT and there is a bug where if you turn off Transition animation scale in Developer mode, it resets itself when ever the camera is opened.

Is there a launcher or other app that will disable the transitions for when you open an app?
