Is there an app that translates messages that you receive and can detect what language it is, also that works when you're using another app like messenger.

An app that translates received text

I've not seen a general purpose messaging app that has translation included, only thing I know of is Wechat, which can translate between English and Chinese. Otherwise you have to copy/paste into something like Google Translate.
