An app to determine what is controlling LED?

My phone LED will randomly light up and I can't figure out what is controlling it. Is there an app that can tell you what has access to it or what is using it?
 
It is usually one of the Messaging apps like Kik, What's App, Hangouts, We Chat, or even Google Mail that will make the LED blink when you have a new message or mail. I'd start there first and see if it's that you have one of those open and then just take the Notifications off in settings for that app if it's bugging you.
 
I appreciate the thoughts but I don't think that's it. It flashes blue randomly and there are no notifications from apps to go with it. I just did an FDR to try and fix this and other issues and it's flashing blue again while it's restoring. Any other ideas or is it just a coincidence they're both blue and this is normal during a restore?
 
As said, you have an app that is notifying you....
look at all of them... Facebook is the worst, I go to Apps/...../all and turn off Notifications on everything.
 
Thanks for all the tips.

It appears to be an issue with Android 5.1.1 and Samsung phones (I have the S6). I found an option in LED Blinker Pro to deactivate the blinking blue light so if anyone else is having that issue there's your solution.
