And older problem I'm sure. Annoying popups.

My godmother's Galaxy S7 Edge is plagued by constantly appearing popups, even when she is not in her chrome browser. Ads for Uber, and Solar winds are prominent, and ad blockers are not doing the trick.

P.S. this model is not operating on Oreo. Should I start there and how? (Not my phone)

They are either being generated by an app she installed that is using webview to pop-up web ads, or it is her browser playing games. I'd clear your browser history and cookies and then go to settings>apps>browser and clear the cached and data. Mind you that will wipe out any bookmarks she might have so run it by her first, but it should clean things up. Be sure to restart the phone at least once.
