Android 4.0.3 doesn't automatically switch between wifi and 3G

my wife just picked up an LG Optimus Extreme. It runs on a Net10 monthly account. there seems to be no user forum for this phone so I'm asking here. it has Android 4.0.3.

When there is no WIFI available, it doesn't automatically switch to 3G data, like my Optimus V with Android 2.3.7 does. So she has to constantly turn wifi on and off manually, or else has no data connection when wifi goes out, even though 3G is there for her to use.

My optimus V switches back and forth all the time automatically. whever there's a wifi, it uses that. when there isn't it tries to use 3G. When wifi becomes available again, it switches back.

Is there a setting in Android 4.0.3 that would enable this automatic switching?

So when Wifi is on but not connected, the phone doesn't connect to 3G, but simply turning Wifi off causes 3G to connect? I'm thinking that this might be intentional (a "feature") since it's a prepaid phone, even if you don't like it. If that's the case, there may be a setting somewhere on the phone to turn this "feature" off, but if so it would probably be unique to that phone, or a subset of prepaid phones, meaning that most people probably won't be able to help.

In that absence of that, you may want to consider using something like Tasker to automatically turn Wifi on when it can connect, and off when it can't. This would require that Tasker turn Wifi on periodically to see if it can connect, which would probably disrupt your 3G connection.
 
I have read that disabling airplane mode may help. It seems the phone has poor battery life so leaving Wi-Fi on permanently may not be advisable.
