Help Android 4.0.4 Tablet

My C1029 model with Jazz has always had freeze problems. I have factory reset many times. This time it froze on the opening page with Jazz. The reset in factory mode goes though but the tablet is still not moving past the jazz page. Does anyone have a clue?
