Help android 5.0 samsung galaxy priority issues

[Android Question]

Every time I get a call from someone the star notification gets out on my notification bar showing that priority gets turned on and the call quickly vibrates for about .5 seconds then it goes silenced. Its really annoying and I miss almost every call. I tried turning priority off but no avail. I even factory reset my phone. I just want to know when people are calling me but for some reason it just gets silenced.

Could you let us know exactly what model of samsung it is and where android V5.0 is from ie factory install, OTA update or a custom ROM? We can then put your question in front of those who may be able to help better.

Verizon non rooted Touchwiz, i just checked and it is up to date.
