Since the OS has to be built separately for each different model of phone, manufacturers make their own modifications and carriers modify it further, if this is a problem with the update it's likely to be specific to your device and possibly your device on your carrier. Hence the first thing is to tell us what device this is. But I doubt that you'll find this is a general problem: the dialer is a system app, and even the most cursory testing would detect that that wasn't working, so it's unlikely that the manufacturer/carrier would release an update with that problem.
If you have problems after an update, especially a significant OS update, one thing that's worth trying is backing up and doing a factory reset. You could also try uninstalling and reinstalling the email app and seeing whether that helps (obviously not an option for the dialer).
