Android 5 in built browser bookmarks

Device = galaxy s4
Operating system = android 5.0.1

Using the in built browser - the one that launches from "internet" icon. I can go to home page just fine, links I type into address bar or copy & paste a bookmarked link also ok

But if I select a bookmarked page all it does is reload the last link manually in address bar or a copy / paste of bookmarked page. All bookmarked page links are correct

Have tried clearing app cache / app data
Rebooting phone
Uninstalling Google Web view to no resolve.

Bookmarks load fine through chrome though. Most puzzled, only noticed this recently. Any suggestions?? reset phone is not ideal solution

I think I've solved it.

If developer options background tasks is set to None or 1 at most bookmarks don't work correctly

If set to "at most 2" or "standard" works fine, don't now which background item is activated that's different between "at most 1 vs at most 2"
