Android 8.0 issues

I bought this Moto z play phone and it was factory reset but the seller did not remove his Google account so I had to FRP bypass the phone and now it won't charge and the notification light next to the speaker is always on but when I put the phone in safe mode the light goes out and it'll charge just fine I'm just trying to figure out what I need to do next to fix this? It's Android 8.0.

If your problems go away in safe mode, then it's an app that's causing the problems. Without knowing what you have installed, I'd recommend a factory reset and then reinstall your apps one at a time until the problem recurs. Then you'll know which app is the problem.

I reset this and wiped everything probably 3 times so there's no apps other than what is on the phone from the factory. That's what makes me think something is wrong with the software, if there was a way I could just reinstall Android 8.0 fresh maybe it would fix it?
