Help Android 9 Update button won't work

I have a Google Pixel and I haven't installed Android updates in a while because I haven't been using the phone. Now I have version 7.1.2 and I want to update to Android 9. I click on System Update or on an update notification, and it takes me to the Android 9 update page. At the bottom, I click on the Download and Install button. It makes the "tap" noise and shows the animation that I've clicked it, but nothing happens after that. It stays on the same page. I've tried restarting the phone, closing apps and everything but it doesn't work.
 
I'm a little surprised that it's offering 9 directly from 7.1.2: updates are normally incremental. I don't know whether that's anything to do with your problem though.

If nothing else works you could download and flash the factory image and get the update that way. I think that without modifying the update script that would factory reset the phone, best to check.

Afraid I don't know why the OTA isn't downloading for you.

Thanks for the idea but I probably won't bother with all that. Maybe it's somehow being blocked by my network or something
 
Usually OTA updates require a WiFi connection to download.
If the same with Pixel devices, you think you would have received a prompt to connect to WiFi.
