I have received an ad policy violation from play store even though there are no ads in my app. What can be the reason for it?

Hard to say since all we know is what you wrote above - we don't know what _is_ in your app or what it does (any reference to a banned tool or service, any ad blocking capabilities, or...?).
It's a long shot, but you could try asking Google (though to do tend towards intransigence to be honest). Or if you were to register you could ask in our Application Development forum, where you are most likely to find people with first hand experience of Google's policies.

Its Just a simple app to change the notification led color. There is no reference to any tool or service or anything like that. And no ads in it. Still I am getting a mail for ad policy violation.

That's our developer section, so that's where the people with most experience of this will see the question, and hence the best place to get advice. It doesn't sound like there should be any problem to me, but the denizens of the developer forum will have more idea.
