android always enters into fastboot recovery mode on restart

my htc explorer always enters into fastboot reovery mode when i restart or boot it, i cant get it to boot cos the power button and volume down button doesnt function in fastboot mode.
the power button works fine otherwise in safe mode but the power down button is not functioning
and my phone is not rooted
is it a software problem?

Entering fastboot is done by pressing and holding power+volume down, so I can only assume that something is causing the volume down button to stick when you boot up.

so is it a hardware probem?...the volume down button doesn't work when in normal mode power button works fine when booted in safe mode

It's quite possible that you are experiencing a hardware problem in that case, since the volume down button doesn't work. It might be helpful to take your phone to your carrier representative to have a look at it.
