What makes you think it's not updating, meaning has there been updates released by Google Play Store for your device build you're not getting? Also it's recommend to be logged into a Google account on the device for any updates to be received to the device.

I solved the problem.
I had to delete the google play app data.
To do that I first killed the app process (settings -> developer options -> running sercieses -> show cached servieses, I think you need to be a developer to see this manu, to get permitions go to settings ->system about phone and tap build number 7-10 times). After you see the cached servieces find google play servieces, and select 'stop'. After that go to settings -> storage -> other apps. Find google play servieces and select clear cache. Go to google play and see if that solved the problem. If not, go back to settings -> storage -> other apps --> google play servieces -> manage space -and select clear all data. This solved the problem for me, my google play imidiatly started downloading all app updates after this.
