I want to download the dti trader app to my windows xp pc and to my android device

Well I can see it in the Play Store (https://play.google.com/store/apps/details?id=com.app_dtitrader.layout), so you should be able to install it to android from there. Just search for dti trader in the Play Store app.
I've no idea whether they have a Windows app - I followed the link to their webpage from the Play Store, but it didn't look like it would be easy to find stuff there. You cannot run android apps on Windows, except perhaps using the phone emulator from the Android Software Development Kit (which you can download from Google). The architectures of Windows and Android are completely different, so apps from one will not run on the other.
