Help android device lock

What do you mean by permanently? If you lock it the lock remains until you unlock it, even if you reboot. The only exception is that if you factory reset it it will be unlocked, though all of the data and apps on it will be erased in the process.

If you mean that you want it to still be locked after a factory reset, that's not possible (well, technically it is, but you'd need to modify the system lock app so that your password or pattern was hard-coded in the app rather than stored in the app data, since when the data are wiped it would clear your password). I've never heard of anyone doing this.

Of course if you lose the phone you can just tell the network and get it blocked.
