u can make free as well as v.low cost voip call on wifi through skype,fring and many other apps.

1-yes,phone rings when on wifi.

2-i'm still confused about forwarded calls charges.

3-txt msg in which scenario.

4-tmo has some cheap prepaid plans,
Definately GSM,
Nexus one is the best choice for u'r requirment.
