Help "Android is upgrading" after each reboot?

I am having this issue every time I reboot my phone where it says "Android is upgrading starting apps...". I'm on 5.0.2. Could this have something to do with why I'm not receiving the 5.1.1 OTA? I factory reset my phone and it's still giving me this issue.
 
Apps are compiled at installation time under Lollipop and it may be checking for orphans needing compiling at boot (and that would be normal). When it does, you'll see that message.

A factory data reset is going to remove the compiled set and definitely cause what it came with to be recompiled and/or the class definitions to be reloaded (giving app to app relationships).

Are you seeing something like a progress counter with it?

The issue went away for now; I did a battery pull as well.

I had that problem after installing Greenify &/or Xposed framework (don't know which one did it) and stayed even after uninstalling, until I wiped and done a fresh ROM install.. If you have either apk, one of those may be the culprit. [emoji56]
