Do you mean you want to create your own addon installer or just install someone elses? If you want to create one you would need to learn python coding which is what kodi addons are created with. If it's the ladder you can install the fusion repo which has a tvaddons.ag installer in it which you can install. Once the repo is installed you can find the addon installer.
