Its working fine for me... Sending and receiving. I'm using Hangouts.
What messaging app are you using?
Have you double checked your APN settings and make sure that they match to your carriers APN settings (T-Mobile) ?
Go to - System Setting/wireless and Networks/NFC and More/Mobile Networks/Access Point Names. You can either edit or add.
I've also heard that others having the same issue, went into the Hangouts settings and unlinked the contacts and MMS started working again.

I'm using hangouts as well. My APN are fine. Pics work sometimes and don't send on occasion. No biggie I expected some glitches since its only a preview edition. Pretty stable though.

Well that's good that it works partially... At least it's not working at all.
I Agree with you there, for a developers preview it is actually pretty stable and I expected it to be a little more glitchy than what it actually is. There are Rumors of an update for it too before the actual release!

My mms seems to be a WiFi issue. If my phone is on WiFi then the mms will not send. As soon as I shut WiFi off then mms works.

I used to have this issue back on 4.0: MMS would not send or receive unless I turned off wifi. It makes sense that MMS has to be sent over a cellular network. However, I have not had the issue since 4.1...
