Not sure I'm answering the question you asked, but it only cost money if you buy an app. there are many free apps there for download and the paid apps usually cost between 1 and 5 dollars.

If on the other hand you are asking if it cost money for developer to put an app on the market, I dont' have a clue.

If you use wifi then no...it will not cost anything. Otherwise it will be what ever you data plan is. If you have free data with your pre-pay then it will be free. If not then no it will cost whatever it says in your deal.
