Android not detecting that its Connected to USB

[FONT=&quot]I have seen many threads here mentioning the same problem. I tried out some solutions but none seems to work for me. May be there is something very simple that I am missing out.
I am using an Alcatel OT-990 handset.
I had once connected to my pc using the USB cable and transferred data to my memory (sd) card. Today when I tried to do so I found that only the battery is charging but my pc is not detecting that a hardware has been attached to it. There is no icon in the PC system tray or in the Notification dropdown of the handset. I have restarted my pc and my phone many times but still no luck. Any help?

The phone is connected to the cable and battery is charging, but the phone is not recognising that its connected to USB!
I have tried switching off the phone, removing the sd card and sim and then reinserting them and finally switching the phone on again. the phone still thinks its not connected to USB.
Please help.

In your phone's settings should be something like 'Connecting to PC'. There you should set the SD card what it's by default when connected to PC, e.g. as Disk drive.

Make sure the USB cable is connected properly, as well. A lot of cheap USB cables won't sit in the USB port of the phone (and even on the computer side) properly. Try adjusting it slowly to see if the USB link comes up.

That, as well as what Harry2 said. Make sure you're enabling it as a Disk Drive, USB drive, or whatever your device may call it. A lot of phones have a 'Charge only' mode, so they won't connect to the PC.

This worked for me, changing the cheap cable with a quality cable solved the issue for me.

I had a problem where my Nexus 7 declared that there was no USB connection. Turns out I needed to have Settings>Storage>USB computer connection (located top right)>Connect as enabled as Camera (PTP). My computer don't like MTP for some reason.
 
I hope it is ok to post here instead of starting another thread. I am having the same issue with my HTC Inspire with is running Moonraker 5.0 ICS 4.0.4 It charges but does not get recognized when I plug into my laptop, with Windows 7 Pro.
I do see a USB connection option in settings/wireless & networks/tethering & portable hotspots.
This goes to USB Tethering with a check box. It shows USB not connected, with the data cable that was used to root handset on another laptop. I cannot seen to check the box, I hear a clicking sound, but the check mark does not appear.
 
Mine is not Samsung, but I had the same issue and got it solved. Thought about sharing it.
The problem was not with the cable or with the PC. When plugged, it was charging not connecting as mass storage.
One of my settings under accessibility / "quick boot" was enabled. I disabled it and did a power down. Then started, and after that it was connecting back again as USB mass storage.
It seems that quick boot is not completely initializing the settings, disabling it and rebooting would do a complete clean restart.
Check this out and see whether it's working for you.

Update
Also due to the use of phone covers, sometimes the USB jack will not perfectly align and won't go all the way in for a tight fit. So you need to be alert on this too. I think I read it somewhere too.
