Android on any cell phone

Hi:
I'm looking for guidance; it was my belief that applications developed in Android would be able to run on most cell phones due to its foundation.

After continued research it currently seems to be very limited to where an Android app can run and it doesn't look a whole lot better for 2009.

Am I misinformed or am I missing something?

Yes, you are misinformed. Android is an Operating System. On your computer this would equate to Windows, Linux, OS/X, Solaris etc...
The Phone Hardware would equate to say; a Dell, or a Mac, laptop. Now if you bought a Dell Laptop you couldn't install OSX (Macintosh) on it.(I know... the other way around you can install Windows on a mac but thats another story)
Now, If the company that supplies your phone, or if anyone that was good enough to do it, wrote some software (we call it drivers) to support the hardware on your phone, you just MAY be able to put Android on it. Opening it up to the world of applications written for Android.
