Apps Android PC app

Hi I'm relatively new to programming android applications. I have some experience in programming android applications for the phone. But I'm hoping to create an app/program for the PC that will work with smartphones running on Android. The app/program on the pc will send/receive sms/messages to/and from an android phone via bluetooth or an sms gateway. It's intended for short range use. I am unable to find any infomation/help/example code on any websites?

Does anyone know? It would be highly appreciated. Thanks.

Oh and by the way...I'm not asking anyone to write code or anything of the sort. Just perhaps links to websites with more information on this e.t.c.
