That seems to be a system error. If the battery is removable, remove it, and press the power button for 10 seconds to clear out any remaining energy. Then re-insert the battery and power up the phone. If you still get the dead Android, there is a corrupt system partition and the phone will have to have the operating system reflashed onto it. A repair depot can generally do this. Good luck.
You might also try booting through Recovery. To determine how to access Recovery, Google your phone's model with the word "Recovery" after it. In recovery, select "Reboot System Now". If it still fails, try a data wipe/factory reset before sending it off. This will delete all user data, settings and apps. But it MIGHT help restart your phone. Good luck!
