Android Provisions app

Does anyone else have this Android system app called "Provisions"? And if so what does it do?

I have it under "downloaded apps", it may have been there since I got the phone, don't recall.

I'm running 4.4.2

Could be something the manufacturer did in the whatever it is phone, tablet or TV box you've got there. Like maybe their own services.

These are the details. My AV is flagging as malicious. I uninstalled it and it keeps reinstalling, twice already. I'll scan with Malwarebytes as well.
