Root Android revolution HD boots to bootloader

I just installed Android Revolution HD rom on my HTC One M9, everything went fine but it won't boot, every time I boot the phone it opens the bootloader screen.

I installed the rom using TWRP

From where did you get the ROM? What instructions did you follow to install it? Sometimes when you install a ROM from TWRP, when you hit reboot system, TWRP asks you to install SuperSU and you're not supposed to. It is important to know what instructions you followed for the installation because I had situation like this with a phone that I was working on and because I rushed to hit "yes" when asked by TWRP "Do you want to install SuperSU?". Ofcourse I did everything from scratch and it worked normally. Also it is important: 1. What is your device - factory unlocked or from some carrier? 2. Make sure you get the ROM which is made for your device. I have seen people which have HTC One M7 from Verizon for example, they download a ROM which is designed for Unlocked version of the phone and then they say ROM doesn't work.
I am not saying that you did that, I'm just sharing experience. Hope I managed to help. Let us know how it goes.

Did you do a nandroid backup?

Could be a bad download of the ROM. Maybe try downloading again and reflashing the ROM

EDIT: Did you do a complete wipe of the device?
