Apps Android Studio and Visual Studio can't recognize VS emulator

Hello everyone, so I've been struggling with this problem for a week and I really don't have any other idea. I can't debug my apps because the vs emulator doesn't appear in any IDE to choose from and if I choose any other emulators that are already in the selection menu when I start them, the "starting emulator" message appears and it loads forever. I reinstalled VS Emulator and Visual studio and everything is the same. But to add something, this didn't happen before I moved my computer next to wifi and connected it with ethernet, I had some struggles with ethernet and maybe I changed something in the settings, but before that, it was all normal. IDE just can't recognize emulators, and the ones that are already in don't work. Here's the screenshot.

No that's not the problem, I choose that project just to show that Android Studio isn't recognizing emulator. I can build projects but I can't run them, my emulators aren't working.
