Help Android Tablet - Unfortunately, Google Services Framework ... error

I work with "Azpen" manufactured tablets. We are marketing for a smaller tablet manufacturer and are attempting to sell our tablets to be used in the restaurant industry here in the US.
We have a customer who is putting a personalized app that will let wait staff at restaurants he services use one model of our tablets to put all customer food orders in. He said he puts in his app, then puts on an app ""SECURE WATCH" (AIRWATCH) that limits any access to the tablet other than his app.
It seems that on some of the tablets he is getting the error message: Unfortunately, Google Services Framework has stopped. I am getting him to prep a new tablet and ship it to us and I will also be receiving the ones that are giving the error, which I will try to do some investigating.
But I am trying to get an idea on what is possibly causing the errors. The tablets are actually manufactured in China. From what I understand they have a "development team" there in China, but we have not been able to get in touch with them directly as we are here in the US.
Has anyone hit this issue, and if so do they have any ideas as to why it might be occurring. The tablets are probably running Android OS 4.2 or possibly 4.4 versions which were shipped to them directly by the manufacturer, but until I get my hands on one of the actual tablets, I will not know.

Chinese devices, no Google in China. Was Google Services Framework provisioned correctly? It has to be installed properly as system, and not just sideloaded, otherwise it just crashes and doesn't work.

Some development teams in China may not be able to actually test anything Google unless they've got a VPN setup, because Google is blocked by the PRC govt. censoring.

Does this menu app actually require Google Services to be present, really it should not, because it's not being social, on the internet, or anything like that is it? It's for customers to pick their choices from an on-screen menu and deliver the food orders to the kitchen, yes? Any restaurants I've been in where they use an electronic menu and food ordering system, it's hand-held terminals that the waiting staff have, and they communicate via WiFi with some sort of PC based system, that shows the food orders on monitors or prints them in the kitchen, and they can be checked-off as they're served. And patron billing is handled as well by the systems. Nothing on the internet or social, so no need for Google or other on-line service.
